  Intellectual property rights are rights obtained by an inventor or author in the form of intangible properties that come from the results of human thought in the shape of creativity or innovation. These intellectual properties usually consist of patents, trademarks, copyrights, and trade secrets. Copyright is one of the very important parts of intellectual property rights, copyright have exclusive right granted to authors who create various types of works such as books, choreography, music to computer programs such as games and software. Software itself is part of copyright that has a high economic value, as a result of this high economic value, many unlicensed or pirated software are found. Unlicensed software is a crime against intellectual property rights economically, many governments take steps to combat this crime through copyright laws. The use of this copyright law is based on the TRIPS Agreement which is ratified by the law in each country. Even though there is already a copyright law based on the TRIPS Agreement, there are still many unlicensed software circulating in the market or the public. In answering this problem, the writer conducted research utilize the document analysis methodology to unravel the causes of the large number of unlicensed software. Based on the outcome of the research, it was concluded that a many of unlicensed software occurs due to internal factors and external factors, these two factors have a very large impact on the causes of unlicensed software.
